Over the past two decades, the youth justice system in England and Wales has made significant progress, with fewer children entering the system and fewer being held in custody. However, the children who now come into contact with the system often have more complex needs, while the systems and arrangements in place have not kept pace with these changing circumstances.
The Government has published the Youth Justice White Paper, setting out a comprehensive programme of reform to modernise the youth justice system. It sets out a clear direction for earlier intervention, greater consistency across the system, and ensuring that custody is used only when necessary.
