Summary:

This report explores the quality and effectiveness of care and pathway planning in relation to safeguarding and promoting the outcomes of children and young people looked after by the local authority or who are care leavers. Care and Social Services Inspectorate Wales (CSSIW) undertook an inspection in all local authority areas in Wales and the report draws on evidence from 220 cases as well as the views of children, young people and their carers, and from professionals across both local authorities and partner agencies.
