In this article we argue that the generally poor outcomes for people who have spent time in care as children can be confidently linked to educational failure, and that the care and education systems must bear a heavy responsibility for this. Since 1998 the government has recognised the link between quality of care and educational outcome, but the problem has proved very intractable. The potential contribution of psychologists, as we show later, is undermined by organisational factors that fail to take into account the particular circumstances of children in care (Evans, 2000)
